Law Directs $100 Million to Lower Heating and Cooling Bills

To help American families pay their outstanding heating and cooling bills, the U.S. Department of Health and Human Services has announced the release of $100 million from the Bipartisan Infrastructure Law.  

The funding comes on top of investment in the Low-Income Home Energy Assistance Program (LIHEAP) through the American Rescue Plan and the Continuing Resolution most recently passed by Congress. 

“Millions of working families are experiencing unusually high heating and cooling costs, and it is important that we provide them with the support they need,” said HHS Secretary Xavier Becerra.  

The $100 million is the first installment of the five-year, $500 million investment in the program provided by the Bipartisan Infrastructure Law and represents the largest distribution of funds over a 12-month period since LIHEAP was established in 1981.

The larger $500 million is the third appropriation of LIHEAP funding in the past year. Last March, Congress more than doubled the annual amount of LIHEAP funding – appropriating $4.5 billion in supplemental funding through the American Rescue Plan Act. A breakdown of how this historic funding is being allocated in Washington state is shown below.
