What’s Ahead? New Heating & Cooling Efficiency Standards for 2023

On Jan. 1, 2023, new minimum efficiency standards for heat pumps and air conditioners go into effect across the United States.

Federal standards for equipment efficiencies are implemented by the U.S. Department of Energy (DOE) in accordance with the Energy Policy and Conservation Act (EPCA) of 1975. This is the first time since 2015 that DOE is updating air conditioner and heat pump efficiency standards.

All new units will be required to meet the updated standards. Home builders should be getting ready for the transition as equipment meeting older standards will be phased out.

The new efficiency designations will be referred to as SEER2 and EER2, replacing the outgoing SEER and EER designations.

The minimum efficiency regional standards for Split System Air Conditioners will change based on the geographical location and system capacity. The Pacific Northwest is considered part of the Department of Energy’s “North” region.

North Region
System capacityOutgoing minimum efficiencyNew Metric | Corresponding outgoing metric
AC (all capacities)13.0 SEER13.4 SEER214.0 SEER

Split System Heat Pumps: The minimum efficiency of split system heat pumps will increase uniformly throughout the country:

Outgoing minimum efficiencyNew minimum efficiency
New Metric
8.2 HSPF / 14 SEER7.5 HSPF2 / 14.3 SEER2Corresponding outgoing metric
8.8 HSPF / 15.0 SEER

Single Package AC systems: The minimum efficiency of single package heat pumps will remain the same, but the new designations of HSPF2 and SEER2 will apply:

Outgoing minimum efficiencyNew minimum efficiency
New Metric
8.0 HSPF / 14 SEER6.7 HSPF2 / 13.4 SEER2Corresponding outgoing metric
8.0 HSPF / 14.0 SEER (no change

The new efficiency standards do not affect furnaces or water heaters.
